Election Management Solution For The Largest Indian State

State Election Commission, Uttar Pradesh is a body constituted to carry out the Panchayati Raj Institution (PRI) and Urban Local Bodies (ULB) elections in the state. As per the Electoral Records, from Panchayat Raj Institution (Rural Area) held in 2015, around 14 crore voters participated in Panchayati Elections to vote for 8 lac posts, from 51 thousand Gram Panchayats in 821 Blocks from 75 districts of the state. The Electoral Roll for Panchayati Elections is revised and updated before every election and a near about 3 lakh personnel’s are deployed for election duties across various regions. Collectively, this process encapsulates gigantic tasks of management, deployment and supervision of different aspects of election process and participating stakeholders. The manual process to do these, consumes huge amount of time and the communicated data contains various flaws. Department envisioned that the adoption of technology in this process would ensure better data collection and improve the administrative process. This approach was implemented for the efficient and transparent functioning of Panchayati Elections held in 2015 and Urban Local Bodies (ULB) elections held in 2017.

The foremost challenge in the project was the size of data to be worked upon. According to the historical projections around 15 Crore voters were expected to vote from nearly 7 Lac wards of 59 Thousand Gram Panchayats in 75 Districts of the state in Panchayati Elections 2015. The earlier process of Electoral Roll Management involved manual intervention at every level and thus the authenticity of the data was susceptible. Apart from manual alterations Electoral Roll Data also contained various technical glitches resulting in abnormal EPR (Electoral Population Ratio) in various districts. Not to mention communication between all the participating stakeholders was a matter of grave concern. Thus, to build an efficient system for Electoral Roll Management it was extremely necessary to build modules specific to each challenge that excluded all kind of possible errors, successfully incorporated new data to the system and facilitated effective communication across every district, to make the process more efficient.

To cope up with these long prevailing issues a Web enabled Application for Electoral Roll Management System was developed. The major objective behind deploying this system was to streamline the entire electoral roll management process to reduce discrepancies. Various modules listed below were developed under ERMS to serve different areas of Election process:

Delimitation: This feature handled large scale revision of Electoral rolls after contesting panchayats were reconstituted and their delimitation was effected. Delimitation is the process by which once a village’s population exceeds its capacity, it is split into two or more villages. As a result voter list data is also splitted and updated as per new records of each individual. Electoral

Registration Module: Through this module addition, deletion and updation Electoral Roll could be done after the completion of Door to Door Survey by Booth Level Officer (BLO).

Integration of Voter Data: Once Door to Door Survey has been completed the supplementary Voter List for the coming elections is generated. This supplementary list is then made public for Daava/ Apatti by voters for updation or corrections in their voter details. Thus a final supplementary Roll is created which is then integrated with Mother Roll through this module. During this process the redundant voters are filtered out to and online voter applications are updated in the records.

De-duplication: An important task to eliminate dubious voters for multiple reoccurrences from the voter’s list of different regions was achieved by use of this module. Doing so, approximately 15% of total data was traced and deleted for duplicity.

Electoral Roll Merger: This module was developed to merge the election data Master Roll and the Supplementary Roll before delimitation process takes place to create one consolidated voter list. It also includes the reserialization of Polling centers (PC)/ Polling Stations (PS).

Master Roll Management: This module carried out all updates related to Master Roll of the Election. Through this module creation, deletion and updation of Master Roll upto the Gram Panchayat (GP) wards could be managed after the reorganization process has been completed.

Election Modules: Under this module various sub-modules were developed to manage various Polling Centres, Polling Stations, Location of Block Level Officers and Electoral process monitoring. User Management: Users of the application were assigned their role specific privileges through this module. There were separate user interfaces for super admin, admin, District Level ADEO, Read Only Users and Data Operators.
